Iraq Draws up Final Second-Round Bid List

Iraq has come up with the final list of fields going on the block in its second post-war licensing round, listing 10 projects -- including the prized, largely untapped fields of Majnoon and West Qurna-2 -- that will be offered to international oil firms, a top Iraqi oil official told International Oil Daily Wednesday. The round kicks off officially on Aug. 25 with a roadshow in Istanbul, Turkey.

Unlike the first round, there will be no soft loans attached to the second-round service contracts, but signature bonuses will be reinstated, said Abdul Mahdy al-Ameedi, deputy director-general at the oil ministry's Petroleum Contracts and Licensing Directorate.

A new contract is now being drafted to reflect the fact that, unlike the first round's producing fields, the second round fields are undeveloped (IOD Jul.16,p1). The Iraqi official said the main features of the contract will be revealed to companies in Istanbul, but they will have to wait until later for final terms, as well as data packages.

In total, 15 fields are on offer in the second round, Al-Ameedi said. All the fields were on the original list with the exception of the southern Siba gas field, which has now been dropped (see table). However, some smaller fields have been grouped together and only the northern part of the giant East Baghdad field is up for grabs under a service contract, with the southern portion to be awarded under an exploration, production and construction (EPC) deal, he said.

The second round excludes giant fields such as Kirkuk, Missan, Zubair and West Qurna-1 that were not awarded in the first round. Al-Ameedi declined to comment on their status.

The only contract awarded in the first round was for the giant Rumaila field to a pairing of BP and China National Petroleum Corp. (CNPC).

Al-Ameedi said he expects Iraq's South Oil Co. (SOC) and the BP/CNPC partnership to sign a contract in early August once they have officially registered their consortium.

He added that the BP/CNPC team met with Iraqi oil officials Wednesday to discuss their development approach for the field, which they submitted on Jul. 15 (IOD Jul.22,p1). A second meeting, which will include officials from SOC, will take place Thursday.

they will be giving out the data packages that petrel and itochu did for free of charge to other companies!

the iom required  an iraqi partner when awarding the first 3 epc contracts so does petrel need to appoint another before the contract can continue?

BAGHDAD (Reuters) -- Iraq said it had removed the Siba gas field in southern Basra province from a list of 11 gas and oilfields to be offered later this year in a second bidding round for development contracts.

Abdul-Mahdy Al-Ameedi, deputy director general of Iraq’s contracts and licensing directorate, said Iraq would move ahead with the offer of 10 other sites, some comprising a group of several fields.

“There were 11 fields, but the Oil Ministry last week decided to exclude the Siba gas field in Basra ... The reason is that this was considered a small field that the (state-run) South Oil Company can develop itself,” Ameedi told Reuters.

 

It is the small fields that Petrel was supposed to be after but as it says above SOC is going to develop it itself.

So if Iraq is going to develop smaller fields itself what is there left for any smaller companies?
